Having never attended a police academy, but having seen the entire library of Steve Guttenberg cinematic vehicles, we can only assume that the above would be the protecting and serving equivalent of a tramp stamp.  The above artistic masterpiece and Phil Mickleson inspired man side boob belongs to one Robert Powell, the Dallas police officer who pulled Houston Texans running back and friend of FOTP Ryan Moats over for running a red light as he raced to get to the hospital to see his dying mother-in-law.

Busted Coverage (now the internet’s #1 source for pictures of athletes faux humping their girlfriends) has uncovered Officer Powell’s now expired Xanga page, where Powell reveals he may be a little too excited about carrying a side arm in public.

The count downs begins:

Moats has since accepted a written apology from Powell, presumably penned by someone with a bit more tact.
